From Post Punk Diary 1980-1982:
[Plasticland founders Glenn Rehse and John Frankovic] were childhood friends in Milwaukee, and were playing together when they were only nine years old. One of their early school bands was William the Conqueror that did mostly heavy rock covers. The band split up in 1974 and the duo began another group called Arousing Polaris. This new band existed for four years, breaking up in May of '78.
